Job Description:
Technical Program Manager – Ft Belvoir, VA (Hybrid) Codescratch, a nimble and mission-focused small company, is seeking a highly capable and self-motivated Technical Program Manager to lead the execution of complex, high-impact programs for Department of Defense (DoD) and Intelligence Community (IC) customers. This role requires a unique blend of technical fluency, contract oversight, and team leadership to drive delivery of secure, innovative solutions in support of national security missions.
As a core member of our leadership team, you’ll work closely with software engineers, systems architects, analysts, and customer stakeholders to manage programs involving systems integration, cybersecurity, data analytics, AI/ML, or C4ISR platforms. This position allows for a hybrid schedule but requires candidates to be local to the Fort Belvoir, VA area. Key Responsibilities: Lead technical program planning and execution across the full lifecycle – from capture and contract kickoff through delivery and sustainment.
Serve as both programmatic and technical point of contact for government clients, subcontractors, and internal stakeholders.
Translate mission needs and contract requirements into executable technical work plans and deliverables.
Manage cross-functional engineering teams delivering software systems, analytics platforms, or mission applications in secure environments.
Develop and maintain program documentation: integrated master schedules (IMS), CONOPs, risk registers, test plans, and monthly status reports.
Drive technical decision-making, including architecture reviews, and solution scoping with engineers.
Oversee staffing, budgeting, and contract compliance, including reporting under CPFF, T&M, and IDIQ task orders.
Support business development by contributing to proposals, customer briefings, and technical volumes. Why Codescratch? Bachelor’s degree in a technical field such as Computer Science, Systems Engineering, Electrical Engineering, or a related discipline.
One year of relevant experience may be substituted for each year of required education. Relevant certifications may be substituted for education or years of experience
Proven success delivering mission-critical solutions in areas such as software engineering, cybersecurity, data platforms, or cloud modernization.
Strong understanding of systems engineering principles, software development lifecycles (e.g., Agile, DevSecOps), and security compliance (e.g., RMF, NIST 800-53).
Hands-on experience working with or managing classified systems, secure enclaves, or air-gapped networks.
Experience managing multi-disciplinary teams (software, infrastructure, analysts, security) within constrained or dynamic program environments.
U.S. citizenship required
Active TS/SCI w. Polygraph clearance required
Must be local or willing to relocate to the DMV Metropolitan area
Preferred Skills and Experience:
Experience in small business or startup environments with a “roll up your sleeves” mindset.
PMP, CSM, SAFe, or DAWIA certification.
Prior experience supporting programs at agencies such as DIA, NGA, NSA, USCYBERCOM, or SOCOM.
Familiarity with classified cloud environments (e.g., C2S, JWCC), containerized deployments, or edge computing systems.
Knowledge of Programming Languages (familiarity, not fluency): Python, Java, C++, JavaScript, Go
Knowledge of Development Methodologies: Agile, Scrum, Kanban, DevSecOps
Knowledge of Version Control & CI/CD: Git, GitLab/GitHub, Jenkins, GitOps
Knowledge of Software Architecture Concepts: Microservices, REST APIs, service-oriented architectures (SOA)
Strong technical writing and briefing skills for both executive and technical audiences.
Ability to effectively communicate intricate technical information to individuals with non-technical backgrounds and to senior leadership
Track performance using Earned Value Management (EVM) or similar tools; identify and mitigate technical and programmatic risks. Salary Range: Pay range $180,000 – $257,000. (Plus Medical and Benefits) The pay range for this job level is a general estimated guideline only and not a guarantee of compensation or salary.
