Remote: CMS Certification Project Specialist (MMIS/Medicaid) – NC State Contract Location: 100% Remote (Must be authorized to work in the U.S.) Client: State of North Carolina (NCDHHS – Advanced Planning Office) Job ID: 777676 Pay Rate Range: $60/Hr – $70/Hr (DOE) Contract Duration: 12+ Months The Opportunity: Lead CMS Certification for NC Health Systems Are you an expert in the CMS Medicaid Enterprise Certification Life Cycle (MECL) with a background in state-level health and human services (HHS) projects? We are seeking a dedicated Certification Project Specialist to join the Advanced Planning Office (APO) Certification and Compliance Unit. This is a critical, fully remote role responsible for maintaining compliance and securing successful MMIS/CMS Certification for complex system implementations within North Carolina DHHS. You will lead the Certification Workstream, driving compliance and documentation across multiple integrated projects. Primary Responsibilities (Compliance & Project Leadership) Your key function will be to lead and execute the Certification Strategy for assigned projects: Certification Workstream Management: Lead dedicated certification workstream meetings and manage project teams through all required CMS certification tasks. Evidence Collection & Management: Pull, recommend, and manage evidence from the implemented solution to meet CMS requirements. This includes managing the Certification Evidence Tracker and updating the document repository with all required artifacts. Strategy Alignment: Lead meetings with stakeholders to map the state’s certification strategy in alignment with the MITA 3.0 maturity levels. Narrative & Demonstration: Assist with composing official narratives to accompany evidence and oversee system demonstrations for the Business and CMS. Policy and Education: Maintain awareness of CMS policy updates and provide essential education and process documentation to project teams and stakeholders. Required Qualifications A strong foundation in CMS compliance and state project management is essential: 3+ Years of MMIS/CMS Certification Experience is mandatory. State Government/Public Sector Experience: Prior experience with health and human services programs (Medicaid, MMIS, claims processing, eligibility, HHS). Project Management Acumen: Experience managing multiple priorities, project scope, schedules, quality, and change management. CMS Certification Life Cycle: Demonstrated experience with the CMS Medicaid Enterprise Certification Life Cycle (MECL) process. Tool Proficiency: Demonstrated experience using project tracking tools (e.g., Microsoft Project, Jira, MITAPulse). Highly Desired Qualifications (Standout Candidates) Experience with implementation/SDLC methodologies, including Agile, Waterfall, or Hybrid approaches. Experience in healthcare-related knowledge, ideally in analytics and reporting. Knowledge of CMMI (Capability Maturity Model Integration). Deep experience with Medicaid, MMIS, or claims processing systems.
